II.2.4) Description of the procurement
The Secretary of State for Defence (the Authority), through the Underwater Electronic Warfare (UEW) Project Team within Defence Equipment and Support (DE&S) intends to negotiate a 2 year (plus 1 Option year) support contract with Hydroid Inc for the continued support of REMUS 600 (RECCE) and Remus 100 (VSW) UUV’s. REMUS 600 (RECCE) and REMUS 100 (VSW) UUV’s are military use versions of commercially available UUV’s operated in the Mine Counter Measure (MCM) role. They are remotely operated shallow water hydrographical seabed mapping systems, both of which were developed and manufactured by Hydroid Inc.

Justification for selected award procedure:
The contract has as its object services listed in Annex II B to the directive
Explanation:
The Secretary of State for Defence (the Authority), through the Underwater Electronic Warfare (UEW) Project Team within Defence Equipment and Support (DE&S) intends to negotiate a 2 year (plus 1 Option year) support contract with Hydroid Inc for the continued support of REMUS 600 (RECCE) and Remus 100 (VSW) UUV’s. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons. This is because Hydroid Inc is the original equipment manufacturer for this specialist equipment, and is the only economic entity with the technical expertise, including the knowhow, tooling and access to drawings, data packs and source codes, which is essential to provide in service support.
