II.2.4) Description of the procurement
The procurement is for a 15 year contract, with an option to extend for a further 5 years, for the provision of onsite sterile services and other decontamination services including the cleaning of surgical/medical instruments including endoscopes, the collection/delivery and processing of surgical instruments and packs to departments within the Trust.
The contract includes the provision of all equipment, clean steam, washer/disinfectors, ultrasonic irrigation and steam and gas plasma sterilisation.
All this equipment together with the facility will require replacement/refurbishment in both the short and long term to proof for future growth.

IV.1) Description
IV.1.1) Type of procedure

Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation:
The existing trend in demand for surgical instrument reprocessing is increasing by 40 % and includes specialised robotic surgery facilities. The endoscopy service is also expected to increase to meet government targets for bowel cancer screening.
The existing facility is in need of urgent investment for the continued provision of clean steam, washer disinfectors and sterilisation equipment together with building work and refurbishment in order to provide these services.
The contract is an extension of a previously OJEU advertised contract for decontamination and sterilisation.
The Trust is relying on Article 32 of Directive 2014/24/EU due to the urgent need for service delivery and the economic and technical inconvenience and adverse clinical impact that would result in respect of any procurement process.
