Abstract

RMBC is releasing this tender to market through a formal competitive procurement procedure for the purpose of achieving the following aims and objectives:

— to create a focal point through innovative redesign of this key part of the town centre,

— to respect the conservation Area through the use of sympathetic but creative design and by the employment of materials which complement the personality of the town and its buildings,

— to improve and enhance the existing retail offer, making it sustainable for the future,

— to meet the identified housing needs in Swinton Town Centre,

— to provide an innovative housing offer for those looking to move within and into the local area,

— to improve and protect the existing offer to the local community through the creation of a community hub,

— to protect and provide more opportunities for the existing retailers,

— to improve pedestrian movement,

— to create a safe and attractive public realm.

It is expected that the development brings a capital receipt for the Council. No subsidy will be provided by the Council in relation to the development of the site.

There is also an expectation that works will be completed on property which will remain in the Council's ownership.

Rotherham Metropolitan Borough Council wishes to improve the vitality of the Town Centre of Swinton by introducing additional residential accommodation in close proximity to the town centre together with a civic and community offer complemented by an enhanced retail offer in the form of a limited number of new units and refurbishment of the existing parade.

The Council wishes to appoint a developer partner to produce a masterplan and bring about the development of the site through:

— a new community hub,

— improvement of the retail and residential units,

— a limited new retail provision,

— enhanced connectivity,

— enhanced public realm,

— new housing.
