Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Rationale for a Direct Award
The rationale for making a direct award and not delivering a competitive procurement for internal audit services is as follows:
— due to the NHS 10 year plan there will be potential organisational changes which will require NHS bodies to work, or be configured differently. The system is unlikely to be operating exactly as it is currently. Integrated care partnerships and STP footprints across Hampshire and IOW and Frimley are potentially changing which means that a full procurement across an evolving environment is less desirable. As a result the CCGs would not wish to be tied in to a longer term internal audit contract which may not be fit for purpose over a longer duration,
— there is significant work to do to deliver the objectives of the NHS 10 year plan and so it is desirable to maintain consistency of core functions where possible, to enable resources to be dedicated to supporting transformational work,
— to retain the experience, knowledge and expertise of the existing team in the short term whilst long term requirements are reviewed. This is preferable at this time rather than inducting a new provider to the nine CCGs, allowing commissioners to concentrate on the review of future services,
— the CCGs will use this direct award to develop their requirements for the future internal audit service. This will produce a new specification for re-procurement of the service within the period of the direct award,
— the renewal dates for internal audit services across all CCGs are not fully aligned so a one year direct award would allow the CCGs to become consistent in their future contract start and end dates.
