II.2.4) Description of the procurement
Southern Water wishes to procure from the contractor the provision of plant and materials and/or services relative to the design, supply, installation and commissioning of packaged chemical dosing units.
Predicated demand is for 78 packaged units over 4 years.
The framework will include set standard sizes, post framework there may be a need of price for further sizes to meet demand.
Chemicals covered under the framework are:

Ferric Sulphate 14 %
Ferric Chloride 14 %
Hydrogen Peroxide 35 %
Sodium Nitrate 41 %
Calcium Nitrate 50 %
Phosphoric Acid 75 %

Overview;
The subcontract work scope is for a turnkey installation comprising of:
— a standard design,
— manufacture,
— installation,
— test and commission,
— O&M manuals,
— 3D drawings,
— training,
— spares.
Elements of work:
The subcontract works are deemed to include the following elements:
— project management,
— full design, 3D drawings and calculations,
— access,
— site supervision,
— method statement and risk assessments,
— specialist equipment hire,
— health and safety,
— site and operational constraints,
— supply, delivery and installation.
Scope:
— supply of chemical dosing package units to the agreed framework design,
— deliver to site and offload making provision for any access requirements,
— place the chemical dosing package unit on to a pre-constructed concrete plinth,
— secure the unit into place on the slab via tensioned bolts,
— the installation of all pipework to make the chemical dosing package unit function in accordance with the conditions of subcontract,
— the installation of all cabling to make the chemical dosing package unit function in accordance with the conditions of subcontract,
— test and commission the chemical dosing package plant in accordance with the conditions of subcontract.
Provide all documentation upon completion to include:
— test documentation,
— O&M manuals,
— 3D drawings,
— training,
— spares.

Description of options:
SW may accept variants to the required tender (alternative tenders). SW welcomes and encourages the tenderer to submit alternative offers or proposals where SW believes they will be beneficial to SW’s operations. Such proposals may be of a commercial and/or a technical nature. The tenderer does not have to offer any alternative to the required tender. Please refer to Clause 4 Alternative tenders in the ITT for further details.
It is Southern Waters intention to take through a maximum of 8 supplier to ITT.
Southern Water reserves the right to not take any supplier through to ITT stage who do not meet a 60 % score in the PQQ technical envelope, however in the event an insufficient number meet this criteria Southern Water reserve the right to select the top scoring suppliers below the 55 % threshold.
Southern Water intends to take through the top scoring 2-6 suppliers from the ITT to the negotiation/BAFO stage of the tender process. Southern Water reserves the right to amend this number, dependant on the scoring outcome.
Southern Water reserve the right to conduct trials of proposed solutions prior to award or post award. The result of these trials will determine if award is made/or goods are purchased.
Southern Water reserves the right to award works orders post framework based on mini-competition (details in contract).
