Abstract

The scope of works covered by this contract includes but is not limited to:

— assessment and repair of rising main incoming termination where appropriate,

— assessment of rising main condition,

— remedial repairs to rising mains and ‘Prento’ boxes where appropriate,

— replacement of consumer cut outs where appropriate,

— installation of 100A DP isolators,

— re-route of customers consumer unit ‘tails’ and reposition meters where appropriate,

— testing, inspection and setting to work of the installation,

— all associated builders work,

— all associated fire stopping.

In carrying out the works, the contractor shall be responsible for associated activities, including but not limited to:

— the design of the works,

— the procurement (except for free issue items as identified in Appendix 2), storage and transportation of the materials and equipment required,

— Installation, testing and commissioning of the works,

— compliance with Leeds City Council requirements for working in or on the fabric of its buildings,

— liaison with tenants and Leeds City Council via a dedicated and specifically trained liaison officer,

— meeting NPg customer service obligations,

— deal with the utilities companies, customer’s electricity suppliers and customers meter operators on any associated works that may be required,

— environmental, waste and scrap metal management, and

— data and records management.

The contractor shall prepare a proposal document with the tender submission identifying the approach to:

Ensuring appropriate training is in place, including training on NPg Codes.

Equipment selection and sizing

Methodology for dealing with access to flats

Methodology testing on completion and resolving any unacceptable test results

Working to limited timescales in order to meet NPg policy on planned outages

The refurbishment of rising mains in 33 blocks of flats in Leeds. The blocks comprise 2 086 flats. This contract will be the forerunner of a tender for a Framework Agreement to cover rising mains replacement, refurbishment, repairs company wide.

NPg has initiated a capital programme to replace/refurbish RLM elements that are beyond economic repair. The focus of the work programme is to replace defective elements hence returning the RLM’s to as an as installed condition.
