Commissioners within NHS Brighton and Hove CCG are considering commissioning a Memory Assessment and Post Diagnostic Support (MAPDS) service under a single provider contract.
Improving dementia services is recognised as a key priority for the NHS – both nationally and locally. National goals for diagnosis by 2020:
— achieve and maintain a diagnosis rate of at least 2-thirds of the expected prevalence,
— increase the number of people being diagnosed with dementia and starting treatment within 6 weeks of referral.
National goals for post diagnostic support by 2020:
— improve quality of post-diagnostic treatment and support for people with dementia and their carers,
— all people with dementia given the opportunity for advance care planning.
In 2017/18, Brighton and Hove CCG was rated by NHS England as ‘inadequate’ on dementia and has committed to improving access to diagnosis and support for all people living with cognitive impairment or a diagnosis of dementia and their carers.

II.2.4) Description of the procurement

Brighton and Hove CCG will hold a second market engagement event on 5.6.2019 to provide further detail on the procurement of a new memory assessment and post diagnostic support service for people living with dementia. The draft service specification has now been finalised and is available for unrestricted and full direct access, free of charge at:https://in-tendhost.co.uk/soepscommissioning/aspx/Home
The intention is to issue an invitation to tender mid-June 2019. Please submit any questions about the requirements via the portal.
This event provides an opportunity to learn more about the proposed service and direct any queries to commissioners and colleagues. Additionally, there will an opportunity in the final hour of the session to network with other providers interested in partnership working to inform the development of bids.
Please refer to the information on the procurement portal for details of how to register. The deadline for registering for the market engagement event (via the procurement portal) is 12:00 midday Monday 3.6.2019.
It is anticipated that the service would be offered for tender under a standard NHS contract for a period of 3 years commencing on the 1.4.2020 with option to extend for a further year (3+1). Estimated maximum total value 4 000 000 GBP. The value stated represents the total value over 4 years (the contract primary period plus extension).
A further tender advertisement will be issued at the appropriate time as/if required. You will not be disadvantaged in any subsequent tender process if you choose not to participate but the commissioners will use the level of response received as part of the supporting evidence for any next steps taken. The commissioners wish to understand your views at this early stage, so you are encouraged to participate as fully as you can.

1) Browse to the SoEPS Commissioning Support portal

2) Click the ‘Register’ link on the left-hand side of the page;
3) Enter your correct business and user details;
4) Note the email address and password chosen and Click ‘Register My Company’ when complete;
5) Login to the portal with the username/password;
6) You will be prompted to change your password on first login.
7) Hover your mouse over the ‘Tenders’ button on the main toolbar and choose the relevant option:
— ‘My Tenders’ shows a list of the opportunities in which you have already expressed an interest or to which you have been invited,
— ‘Awarded’ shows a list of tenders awarded on the system (where these are were open to all),
— ‘Current’ shows a list of all the advertised opportunities on the system (i.e. open to all) in which you are able to express an interest,
— ‘Forthcoming’ shows a list of pipeline projects (including those in which providers can still express an interest – i.e. deadlines not yet reached),
8) Click on the ‘View Details’ button for relevant opportunity to access the content, clicking ‘Express an Interest’ where required to do so;
9) Click the relevant procurement as required then click the ‘Opt-In’ at the bottom of the page to start building your submission to the procurement stage. This will move the project over to your ‘My Tenders’ page. (This is a secure area reserved for your projects only);
10) Note the deadline for completion and follow the on screen instructions to complete the PQQ/ITT, accessing any attached documents as required;
