The service has been contracted on behalf of our members, not for Jisc's own use. The supplier is the rights holder and the only publisher of this unique content. The agreement is from 14.5.2019 to 31.12.2021.

The works, supplies or services can be provided only by a particular economic operator for the following reason: procurement aiming at the creation or acquisition of a unique work of art or artistic performance
Explanation
American Chemical Society is the rights holder and the only publisher of this unique content. Jisc is clear that the arrangement falls within the artistic derogation, contained within Regulation 32(2) (b) (iii) of the Public Contracts Regulations 2015, permitting Jisc to enter into the direct award.
