The procurement falls outside the scope of application of the Directive
Explanation
This is a new requirement which has never previously been procured and could not have been foreseen. Legislation and guidance in response to the COVID-19 emergency have had the result that provision must now be made as a matter of extreme urgency for Parliament to meet ‘virtually’ and the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with in time for Parliament’s return from the Easter adjournment. The circumstances resulting in extreme urgency are not attributable to Parliament. Please note that In the event that COVID-19 related circumstances dictate that the House requires to extend its virtual broadcasting operation then this contract will be amended and extended as necessary.
