Justification for selected award procedure:
Additional deliveries by the original supplier ordered under the strict conditions stated in the Directive
Explanation
Under the provisions of Regulation 33 Section 4 Part b of The Public Contracts (Scotland) Regulations 2015, the extension of the contract pertains to the continuation of growth and the development of the Virtual Learning Environment platform across Heriot-Watt University to support existing business strategies. The purchase of additional cloud based Virtual Learning Environment Software licences with associated support, maintenance and an implementation element is specifically extending an existing agreement with Instructure Global Ltd for the Canvas VLE product. Operating and maintaining more than one VLE system would result in a disproportionate level of technical difficulty being encountered in the maintenance due to differing technical characteristics.
