The Child Health Clinical Outcome Review Programme was first commissioned by HQIP in 2015 and has been delivered to date by The National Confidential Enquiry into Patient Outcome and Death (NCEPOD) team. The Child Health Clinical Outcome Review Programme is one of four Clinical Outcome Review Programmes (previously known as confidential enquiries) which are designed to help assess the quality of healthcare and stimulate improvement in safety and effectiveness by systematically enabling clinicians, managers and policy makers to learn from adverse events and other relevant data. The Child Health Clinical Outcome and Review Programme is commissioned by the Healthcare Quality Improvement Partnership (HQIP) on behalf of NHS England, Welsh Government, the Scottish Government, the Northern Ireland Department of Health and the States of Jersey, Guernsey and the Isle of Man. The successful bidder will build on the experiences and achievements of the programme since its inception.

Description of options:

The contract is let initially to be delivered for NHS-funded care in England, Wales, Scotland and Northern Ireland for a period of 3 years, at a maximum total budget of up to GBP 1 193 380 excluding VAT and bids exceeding this limit may be rejected. In addition, the States of Jersey and Guernsey and the Isle of Man, may join the programme at later date although this is yet to be confirmed. The additional contract value that would be offered to support the participation of the States of Jersey and Guernsey and the Isle of Man would be GBP 1 540 per annum pro rata excl. VAT. If the States of Jersey and Guernsey and the Isle of Man joined early in the first year and the whole contract was then extended to the 5 years' total duration, subject to topic prioritisation by the funders, the availability of funding and an assessment by HQIP on the quality of the delivery of the programme, the maximum contract value would be GBP 1 996 000 excl. VAT. The contract is anticipated to start on 1 January 2020.

Potential future aspirational intent.

The future aspirational intention of this opportunity is to potentially include:

— different topics,

— combining NCAPOP projects/programmes,

— extending service coverage to include additional countries and/or devolved nations,

— extending service coverage to include non-NHS funded care,

— additional or enhanced delivery of any aspect of the Child Health Clinical Outcome Review Programme,

— other external quality improvement initiatives either related to or linked with the project.

Please note, there is no commitment by the authority at this stage to include any of these. Taking this aspirational intent into account as well as the possibility that a contract extension may be offered for an additional 2 years, the potential ceiling value is BGP 7 000 000 excluding VAT.

NB: Bidders should submit their schedule of offer based on ‘core’ delivery for the initial 3 years only. The maximum budget ‘core’ value is GBP 1 193 380 excluding VAT. This excludes the aspirational intent elements listed above.

The authority delivers the National Clinical Audit and Patient outcome Programme (NCAPOP) on behalf of NHS England and the health departments of the UK devolved nations who wish to participate. Devolved nations are any body which has had powers relating to health services devolved to it by the Parliament of the United Kingdom, including but not limited to Scotland, Wales, Northern Ireland, Jersey, Guernsey and the Isle of Man.

The programme currently includes 40 specialty — specific national projects covering a range of medical, surgical and mental health conditions such as cancer, cardiac, dementia, diabetes and paediatric intensive care.
