Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
It is considered that the contract can be placed pursuant to article 28 (1)(e) of Directive 2009/81/EC (Regulation 16 (1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011).
Outfit FSF is the prime source of timing for specific communications equipment fitted within RN surface ship platforms. Outfit FSF is declared obsolete. The Company (the Design Authority and Original Equipment Manufacturer) is the only economic operator with the necessary technical know how, tooling and test equipment to carry out the required work under the contract. Proprietary information owned by the Company includes technical drawings and data sets which are necessary to support the precise time and frequency equipment to the required standard. Furthermore, the Company is the only organisation that owns the legacy test jigs and tooling required to perform diagnosis, repairs and cannibalisation of the PTFE.
