IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: protection of exclusive rights, including intellectual property rights
Explanation
The extension to the NISTR contract is required as there is presently an ongoing review, led by the Department of Education Northern Ireland, into the employment model for Temporary and Substitute Teachers in Northern Ireland. This review will ultimately produce a model of employment going forward and therefore it would not be effective use of public funds nor value for money to procure a new system that may not meet the requirements of this review and subsequently then require a further tender exercise to procure a system that does meet the requirements of the review. Furthermore, the current system is stable, previous evaluations have indicated it provides value for money and it provides the service Schools require for the employment of temporary and substitute teachers and so extending the contract whilst carrying out the review best serves the education of our children and young people.
