This Invitation to Tender (ITT) was issued to establish a metering services provider for NHS Property Services. NHS Property Services is a property owner and manager, advisor and service provider, helping to shape the NHS estate for the future. As a government-owned company we have one goal: to ensure the NHS makes the right property choices to enable excellent patient care. NHS Property Services sought bids from providers to deliver electricity metering services for an initial 583 NHS locations across England. Services initially required under the contract are expected to include:
— meter operator services (MOP),
— data aggregation and data collection (DADC),
— installation of metering hardware,
— provision and ongoing maintenance of metering hardware,
— communication of data to NHS Property Services and Inenco,
— decommissioning of metering hardware may also be required.

This tender process incorporated a minimum 10 calendar day standstill period at the point information on the award was communicated to tenderers. Tenderers could have raised appeals directly via the contact points detailed in section VI.4.1 of the contract notice. The Public Contracts Regulations 2015 No 102 provide for aggrieved parties who had been harmed or were at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
