An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the framework agreement.

A framework for the provision of specialist waste services. Services covered under this framework include but are not limited to the collection and disposal of hazardous waste, illicit waste, pharmaceutical waste, green waste, wood waste, construction waste, dry mixed waste, furniture, liquid waste, waste oil, cesspit waste and waste from interceptors.

Lot 1A: Collection and disposal of hazardous waste — radioactive;

Lot 1B: Collection and disposal of hazardous waste — Illicit goods and counterfeit goods;

Lot 2: Collection and disposal of pharmaceutical waste;

VII.2.1) Description of the modifications

The framework has been extended beyond the maximum 4-year term to 31 July 2020.

VII.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

A replacement framework was due to commence on 7 May 2020. Procurement process for the replacement framework was delayed as a result of the Covid-19 pandemic. Suppliers looking to tender were predisposed with other organisational and customer service related duties brought about directly as result of the Covid-19 pandemic. This led to their inability to tender on the basis of the originally allotted timescales. Public bodies are still required to dispose of hazardous waste during lock-down so the services available via this framework deemed as essential. Customers will likely seek to make purchases via the framework during the period that is sought to be extended. ESPO could not have foreseen the circumstances that have arisen due to the Covid-19 pandemic and brought about the need for this extension. The nature of the framework remains exactly the same in terms of scope of services, and terms and conditions of service (other than its term).
