Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation:
Northern Gas Networks (NGN) intend to extend the current contract for a 1 year period. The main reason for extending the contract is due to resource issues within the HR team as a result of Covid-19. HR staff are currently diverted by urgent requirements to deal with the Covid-19 issues and in addition, a new contract will need to be awarded in Autumn to allow enough time for implementation. This is not viable as HR envisage that they will be getting the business back to normal and dealing with return to work issues after Covid-19. The HR team will therefore not have time available to assist with the lengthy implementation of a new employee benefit solution at this time.
