JSL is looking to work in collaboration with publishers to broaden learning opportunities in higher education in the UK through access to more affordable digital archival collections of primary source materials. Digital archival collections can comprise of many forms of digitised materials including, but not limited to, texts, manuscripts, illustrations, photographs, maps, pamphlets, diaries, correspondence, ephemera, cartoons and audio-visual materials. Digital archival collections are predominately focused on the arts, humanities and social science studies. Time span from incunabula (pre-1501) to the present.
In 2018, we established a framework to support academic libraries with the perpetual purchase of digital archival collections (DAC) for use in research and teaching and based on member feedback we are creating another framework opportunity to run in parallel (DAC 2020).

This notice commences the second iteration of the group purchasing scheme (GPS). Jisc Services Ltd intends to commence a procurement process following the open procurement procedure in accordance with Directive 2014/24/EU and The Public Contracts Regulations 2015. The intention is for a procurement process to commence May 2020 and this will be formally published via the OJEU and the Jisc procurement portal https://tenders.jisc.ac.uk. Existing publishers to the DAC framework participating in the current GPS do not need to respond to this notice.

Description of renewals:
The duration of the framework will be for 2 years (2 x 1-year cycles of the GPS). Each cycle will commence in November and close at the end of July the following year. The intention of this framework (GPS DAC 2020) is to end concurrently with the existing GPS, however the contracting authority reserves the right to extend DAC 2020 by up to a further two 1-year periods.

This ITT document sets out the scope and full requirements (section 14) of the Jisc group purchasing scheme (GPS) for digital archival collections (DAC), a multi-supplier framework for opt –in contract and licences for the provision of digital archival collection products relevant to UK Higher Education institutions and academic-related affiliate members. Publishers offering content that is not relevant to these sectors will be excluded from this procurement process. Please refer to https://subscriptionsmanager.jisc.ac.uk/about/jisc-banding for more information on Jisc banding for higher education and the scope of academic-related affiliate members. It is mandatory that all products in the group purchasing scheme are offered to UK higher education institutions. Offering products in the scheme to academic-related affiliate members is optional, however highly recommended to serve the requirements of institutions materially contributing to learning, teaching and research in the UK.

Jisc has been working in collaboration with publishers to make digital archival collections of primary source materials more affordable so researchers, teachers and learners can enjoy access to a wider range of resources and libraries can achieve further efficiencies. The Jisc group purchasing scheme for digital archival collections is designed to leverage the collective purchasing power of institutions and is based on the principle ‘the more products are bought, the lower the price’. That is, the more products are bought per publisher by any applicable institution over the course of an academic year, the lower the price based on pre-set discount triggers. Digital archival collections can comprise of many forms of digitised materials including, but not limited to, texts, manuscripts, illustrations, photographs, maps, pamphlets, diaries, correspondence, ephemera, cartoons and audio-visual materials. JSL is seeking multiple bidders (Publishers) to sit on a multi-supplier framework agreement for the provision of static digital archival collections with no recurring platform fees that reduce in cost based on the number of products bought by any Jisc-banded institution over the course of an academic year. Publishers can offer a selection of up to 20 products relevant to supporting learning, teaching and research in UK Higher Education Institutions (HEIs), and optionally to UK academic-related affiliate members as defined by Jisc banding (https://subscriptionsmanager.jisc.ac.uk/about/jisc-banding). All products must be offered to institutions as a one-off perpetual purchase including platform/access fees. There must be no additional recurrent platform charges or access fees levied on institutions who have purchased products under the group purchasing framework once the initial purchase has been made. Products that are updated yearly, or are rolling-wall products, will not be eligible to be included in the group purchasing scheme. Digital archival collections products which are currently offered as subscription models can also be put forward. These will be reviewed internally to determine if they are eligible to be included in the group purchasing scheme on a ‘perpetual access license’ (PAL) model. The duration of the framework will be for 2x 1-year cycles. Each cycle will commence in November and close at the end of July the following year. For each year of the framework bidders will be required to submit an offer document outlining the products to be included in the scheme, and a detailed Jisc-banded pricing document for each of those products. It is mandatory that all products in the group purchasing scheme are offered to UK higher education institutions. Offering products in the scheme to academic-related affiliate members is optional, however highly recommended to serve the requirements of institutions contributing to learning, teaching and research in the UK outside the higher education sector. Publishers will have the discretion to decide which products to offer as part of the group purchasing scheme up to a maximum of 20 per yearly cycle. At the end of each yearly cycle publishers may increase, decrease, or change the products they offer for the next year provided they do not exceed the maximum of 20. Publishers will be required to set an initial 20 % discount off the Jisc-banded list price that will be activated on the first sale of any of their products. Further discounts will increase in 5 % increments based on the volume of products sold by that publisher. Publishers will have the discretion to decide how many products sales will trigger each 5 % discount increment. Publishers may optionally bundle together the individual products they offer into no more than 3 bundles containing a maximum of 3 products. Products within each bundle will count as individual sales, as opposed to the bundle being a single sale.

Jisc will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 article 91 provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
