Abstract

Translink is seeking to appoint a single service provider to supply and deliver non-personalised pre-printed smartcards and related services. The following is provided in good faith and is intended only as a preliminary background explanation to Translink’s requirement, it does not purport to be all inclusive. In order to support Translink’s objectives, the Ticketing Systems Department continues to have requirements for the production and delivery of additional sets of non-personalised smartcards, pre-printed with Translink’s standard artwork. The selected service provider will also be required to work with Translink and their (Translink’s) third party supplier to assist with the formatting, programming and testing associated with the introduction of a new account based ticketing smartcard. The anticipated start date is 1 April 2020, however dates may be subject to change. Translink reserves the right to accept part of any tender from one or any number of tenderers and may change the contracting strategy at any time.

The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations 2016 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
