Explanation

West Dunbartonshire Council was part of joint procurement for reception, transfer, treatment and processing of mixed recyclate ref: 1920-11 from the Scotland Excels Dynamic Purchasing System — Treatment and Disposal of Recyclable and Residual Waste (27-17) Lot 1: Treatment of Co-mingled Mixed Recyclate which was aborted and terminated with no award. In addition to the aborted procurement, the new procurement has been postponed by the restrictions imposed on businesses due to Covid-19. As it is highly unlikely all service providers within the market will be in a position to respond and even if they were, it is most probable that the Council would not obtain appropriate commercial terms.
