Marine Power Systems (MPS) has set an ambitious plan to help achieve the world’s net-zero targets. As a leading developer of marine energy extraction hardware, MPS has a vision to create a better future, where a mix of clean, affordable, ocean energy technologies deliver safe, secure and sustainable power. On its mission to unlock the power of oceans, the company has developed a modular, flexible, floating offshore energy platform for low cost accelerated deployment at scale. In the summer of 2023, MPS’ Megawatt-Scale (MWS) Demonstrator project will install a floating wind energy platform at the Biscay Marine Energy Platform (BiMEP) test site in northern Spain. 3 Conditions for Participation

3.1

Minimum standards and qualification required

The candidates shall bid for the whole Work Package (bids covering only a portion of the Work Package will be discarded).

Interested parties must sign and return a Non-Disclosure Agreement (NDA) in order to receive full details of the work package and to participate in the procurement procedure.

Candidates shall also complete and return a Conflict of Interest (COI) form confirming that there is no relevant competing interest or potential for conflicts of interest to arise either before or after the contract award.

Selection criteria will be used to identify candidates who have the suitability, ability, capacity and availability to deliver the contract. The candidate must pass the selection criteria (i.e. no fails recorded) before the tender can be evaluated.

Candidates are reminded that MPS is unable to enter into detailed discussions of the work package until after initial tenders are submitted.
If MPS considers any question or request for clarification to be of material significance, both the query and the response will be communicated, in a suitably anonymous form, to all candidates through Sell2Wales.
Please raise any questions about the procurement or queries arising from the tender instructions or the ork package through the Sell2Wales ‘Q&A’ function.
Queries should be made as soon as possible and in any case not after the date mentioned as deadline for tender instruction queries in section 2.3 of L-TEND-44 (Tender Instructions).

Candidates wishing to deliver the contract with others
This contract is suitable for consortia bidding and Sections 3.2 and 3.3 of L-TEND-44 provide tender instructions with respect to joint ventures, consortia and sub-contracting arrangements. MPS is aware that some candidates are looking for other interested candidates to work with to deliver the contract. To preserve every candidate’s right to anonymity, MPS is unable to share, publish or make public lists of candidates who have registered their interest in the contract without the express permission of the candidate(s).

All candidates that are therefore looking to joint venture, consortia or sub-contract are requested to use the Q&A function on Sell2Wales to raise a question requesting their details are shared and include the following information i) company name ii) contact name iii) contact email address iv) brief description of services offered. MPS will answer the question through the Q&A function which will make the candidates details available to all companies that have registered on Sell2Wales. The tender submission deadline is being moved to 1700 on Friday 17th June 2022.

The reason for this is as follows:

• We are aware of historical IT issues with the uploading of tenders to Sell2Wales
• There is a file size limit on Sell2Wales and we have been made aware by some candidates that this may create an issue

Therefore, and as per the tender instructions, the following will be acceptable if Sell2Wales cannot be used for full submission:

• Upload a tender submission ‘cover sheet’ [‘form of tender’ including technical and commercial proposals and any clarifications and/or exceptions to their tender submission] to Sell2Wales. This needs to confirm a bid has been made and references the documents to be sent via alternative means e.g. appendices and attachments
• Send all tender documents to MPS via alternative means (email/file transfer software). If alternative means are needed please discuss with the MPS point of contract ASAP.
• Inform the MPS point of contact by 1400 on Friday 17th June 2022 that the submission has been completed and you have not encountered any issues

All uploads/emails received will then be treated as the completed tender package
