Abstract

This dynamic purchasing system (DPS) will issue tenders for passenger transport contracts. This will include transport throughout West Berkshire and beyond, to meet the Council’s needs including transport for Education and Social Care purposes. This includes: • Home to school transport, both mainstream and special educational needs;• Adult and child social care transport, including respite trips. The contracted transport is organised across a number of routes: there are over 120 routes which are required to operate on school days only (190 days per year) and; a further ~30 routes which are required for anything between 1 day and 250 days per year. Passenger transport services to be provided by suppliers will need to be safe, sensitive to the needs of passengers and reliable. Suppliers of passenger transport services will be expected to work with the Council to ensure that safeguarding is a fundamental part of the operation of any passenger transport service contract.Specifications will be issued for each requirement to include details of specific route, passenger numbers and any special requirements (such as passenger assistant requirements, necessity to administer medication, or a wheelchair-accessible vehicles) which will be stipulated at the tender stage in the Invitation to Tender. The DPS will be divided into two service Lots which reflect the passenger capacity of the vehicles needed to deliver contracts within that Lot. Suppliers may apply for admission to the DPS List in respect of one Lot or both Lots. Suppliers admitted to the DPS List for a particular Lot will have opportunity to bid for contracts to provide services in respect of that Lot.The Lots that form part of this DPS are: Lot 1 - Small Vehicles (less than 17 passenger seats) and Lot 2 - Large Vehicles (with 17 passenger seats or more).
