Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Open procedure
IV.1.3) Information about a framework agreement or a dynamic purchasing system
The procurement involves the establishment of a framework agreement with a single operator.
Justification for any framework agreement duration exceeding 4 years: There are significant costs of change (practical testing and evaluation to assure the quality and accuracy of the proposed radiosondes, disposal/replacement, retraining, redeployment, geographic location and access to sites, particularly if an autosonde needs replacing) associated with any tender for these devices. The market is a small with relatively few players and this is unlikely to change in the short to medium term. The lifetime of the automatic launchers is in the region of 15 years and the contract will provide spares and the option for a support service as well as allowing our staff to undertake the work themselves if this makes more sense. The ability to let a contract of significant length mitigates the costs associated with the exercise.
