Explanation
DoH and CPD have exhausted all other procurement options due to timeframe and available stenography resources. This contract is therefore being awarded through the UK Public Contracts Regulations 2015 (as amended) using Regulation 32 2 b ii due to technical reasons as the supplier has extensive experience of public inquiries and can meet the tight timeframe.
