II.1.4) Short description
Suppliers of community and social care services are invited to participate in a series of online market engagement consultation events in June and July 2023, and are also invited to complete a Market Consultation Questionnaire. The market engagement relates to Southampton City Council’s intention to lead a joint procurement with Hampshire and Isle of Wight ICB, during the autumn of 2023, for a range of service provision via a procurement vehicle(s). The procurement will be conducted under the “Light Touch Regime” in accordance with the Public Contracts Regulations 74-76.
The service provision will primarily be for children, young people and adults with lived experience of learning disability, mental health conditions and neurodiversity, including autism, but not exclusively to those care groups and could include those with assessed needs under children’s and adults legislative care frameworks, including those who are in receipt of continuing health care and complex care services through the ICB.
The procurement will seek to source a range of service suppliers to support the Council and the ICB in its aim of generating opportunities for individuals to experience inclusive lives through:
• Developing services so that people with lived experience and their carers feel well supported and their voices are heard
Creating and promoting employment pathways for people of all ages with varying levels of need
• Maximising independence through flexible Supported Living models including consideration of linked outreach approaches
• Providing services that meet the short break and support needs of disabled children and young people and their families
• Supporting carers by developing highly flexible, strengths based, person centred approaches to services which can support the individual in achieving their aspirations and enable carers to continue their caring role
Developing day services to deliver an inclusive and strengths-based offer. This will include meaningful opportunities for local community participation and the development of individuals’ skills and social relationships.
• Ensuring that people who are at risk of admission to specialist hospitals are well supported and those that are receiving care in hospital are supported to discharge in a timely manner
