Abstract

Vessel monitoring systems have been used by all European fishing vessels over-15 metre since 2003. In 2012 legislation was introduced requiring all vessels engaged in the Welsh Scallop fishery to have a vessel monitoring system on board. In 2013 a vessel monitoring system was introduced for all EU vessels 12 metres and over. These systems are widely used as a monitoring and management tool. We are proposing to introduce a similar vessel monitoring system for all under-12 metre vessels in Wales which accounts for approximately 97% of the Welsh fishing fleet. The system will improve the Welsh Government’s understanding of commercial fishing operations in Welsh waters and in turn will be used to inform the management of this marine area. The under-12 metre vessel monitoring system will use low cost mobile technologies for data transmissions to reduce costs for end users. VII.2) Information about modifications

VII.2.1) Description of the modifications

- changes to the casing specifications;

- extension of warranties required due to delays in implementation due to EU Exit and Covid-19;

- the original geofence data loaded on to monitoring devices requires an update the supplier will need to modify the existing software to accommodate the increase in memory usage; and

- device variation on smaller vessels due to restricted space.

VII.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

- The re-procurement of the services will result in substantial duplication of cost and wastage of money already spent;

- Warranty on products will only be able to be supplied by the supplier; and

- The containers are specially made for the tracking devices changing suppliers may result in interoperability issues.
