Scottish Borders Council is reopening its Funded Early Learning and Childcare Framework to new providers from the voluntary,independent and private settings to provide Early Learning and Childcare for 2,3 and 4 year old children.
Lot 1 - Nursery Services
All providers who apply and meet the national standards, legislation and the Council's procedural requirements and accept the rates and contract terms set out by the Council shall be accepted onto the framework agreement to deliver funded provision.
As this service is listed in Schedule 3 of the Public Contracts (Scotland) Regulations and the contract value exceeds the threshold, the Council will be using the afforded flexibility of the Light Touch Regime to re-open the framework.

For Childminding Services Only - Evidence of HMRC self-evaluation confirmation - please provide self-assessment form/simple account of turnover/ expenses and profit for last financial year.
Economic Operators maybe excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Employer's (Compulsory) Liability: 10m GBP in respect of each claim without limit to the number of claims
Public Liability: 10m GBP in respect of each claim without limit to the number of claims
Other Insurance: Statutory Third Party Motor vehicle insurance - only where providers will use their vehicles when undertaking activities under any awarded contract.
