Abstract

Moray Alcohol and Drug Partnership will commission a support service for individuals and families affected by drugs and alcohol throughout Moray. The service will be central to a sustainable and comprehensive Recovery Oriented System of Care, allowing ease of access to treatment, care and supporting people into recovery however they define it.

It is expected that the advert for the competitive tender process will be published in September 2023

The Drug and Alcohol Recovery Service will be community based and operate 6 days a week to provide the following:

- Harm reduction advice and interventions from a fixed site, satellite locality points and mobile delivery

- Proactive identification of and response to people at high risk of alcohol and drug related harm, with follow up support to commence or continue treatment.

- Direct access, initial engagement and recovery support for people who experience problematic drug and alcohol use.

- Development of Recovery Communities in Moray through peer led approaches and capacity building initiatives,

For all aspects of service delivery the following will be in place:

- Helpline / website / chat / advice / information

- Drop in Services / Practical Help and Support

- Advice and Support for Family Members/Significant Others

Important Considerations

As part of the provision a private and hygienic needle exchange will be required at a central location from day 1 of the contract to safely facilitate circa 100 attendances per quarter.

Given the vulnerability of individuals who will use this service and the value of the contract it will be a requirement that the service provider can evidence it has established suitable accommodation and can evidence appropriate experience in engagement and intervention work with individuals with problematic drug and alcohol use; can evidence appropriate experience in working within multi-disciplinary drug/alcohol teams including primary care; qualified, enthusiastic staff.
