II.2.4) Description of the procurement
The University invites tenders for the provision of a wrap-around managed innovation program in the development and commercialisation of medical and healthcare technologies. The managed program will create an institutionally agnostic gateway to the West Midlands Health Technology Innovation accelerator and facilitate the showcasing of innovation within the region, helping to create a case for inward investment into the sector.
The University and its partners on the West Midlands Healthcare Technology Innovation Accelerator have a number of key requirements we would like companies wishing to submit a bid for this tender to meet:
• To create a platform for the acceleration of medical technologies from concept through to clinical application - this could build on a successful model that has been deployed for the development of other sectors.
• The coordination of activities pertinent to the medical translation process to help companies receive assistance to move their innovations from concept to reality.
• To provide workshops and facilitate a mentorship programme to support companies with defining, developing, and deploying their technology.
• To provide a high-level platform to maintain the international reputation of both the programme and the wider consortium.
• To create a gateway to the overall program that demonstrates the coherence of the consortium.
• To deploy the program in a timely manner, commensurate with the tight timelines and current end-date of the program.
• Given the need for a rapid start-up and deployment and the international nature of the market, we would like a service provider with an international reputation and network to enable the best possible uptake of innovations arising from the program.
• The preferred supplier would be expected to work with the partners to build a case for external funding and would have sufficient international reach that it could show-case the region internationally.
• To support with bespoke training and mentoring of start-ups as required.
• To develop an application process aligned with the programme themes.
• To manage the selection and intake process of start-ups.
• To monitor and measure metrics and performance of the programme.
• To maintain the security and software of the website to prevent malicious attacks.
• To use a reputable hosting company for the website.
• To maintain the website domain.
• To maintain regular website back-ups to preserve content.
• Provide certification to ensure that the website is compliant with visitor privacy regulations.
We are looking for options and costs for the development of the programme website and 'front door' that will be provide visitors and prospective companies interested in engaging with us with an overview of the programme and the partners involved in the consortium. The website should provide information covering; Overview of the programme, consortium details (including contact information which needs to be kept up to date), timeline and overview of activities (including activities within each work package; Diagnosis, Definition, Development, Deployment, Diversification and Demonstrate, such as workshops, mentorship, training, workshops etc.), management of the selection process of companies wishing to sign up to the programme and an appropriate form.
We are also looking for a supplier who has a proven track record working within Med Tech or Health Tech and developing similar platforms for accelerating innovation. The chosen supplier will lead of the development of all website content, and will manage the co-ordination of support activities within the programme.
Suppliers should ensure that the platform is compliant, secure and that both the design and functionality are high-level to preserve the international reputation of both the programme, the University, and associated partners.
It is envisaged that the Innovation Program platform provider will take over responsibility for running the following aspects of the website and its day-to-day operation:
• Provision, creation, maintenance, management and support of the website and program.
• Day to day management of website security, updates and compliance.
• Programme team support and liaison
• On-going optimisation and management of the website in order to meet agreed objectives.
• Hosting a contact mailbox up to 30 users can have access to
