IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
The award is made in accordance with Regulation 32(2)(c) of the Public Contracts Regulations 2015 that states that contracts may be awarded using the negotiated procedure without publication,
insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
Interim posts are urgently required to address current non-compliance within certain areas of the business - especially related to asset management as identified by the report referred to above. Urgent steps are required to mitigate risks to tenants' safety within our properties. The time limits in the open or restricted procedures or competitive procedure with negotiation cannot therefore be complied with.
The duration of the contract is 6 months, which is the shortest period reasonably needed to address the urgent requirements of the report. Grŵp Cynefin intends to recruit permanent members of staff to fill the required post as soon as possible.
