Abstract

Hubbub is seeking Suppliers who can demonstrate the competence and capabilities to deliver the following design and design approval, prelims to construction and construction of the design including project management with the asset owner and asset Infrastructure Maintainer on behalf of TfW. Suppliers are invited to confirm their ability and detail the processes required to deliver the following Scope of Work: - Provide solution engineering consultancy services required to create a design for passive network design for commercial telecommunications meet-me point or points of presence (PoPs) that will allow approved non-rail commercial telecoms companies to connect into the commercial network easily without having to access and enter operational rail land - Provide design approval advice to determine and confirm how the design(s) can be standardised so that future meet-me point construction can expedited - Quantifying and providing the relevant engineering Design Approval Process services that includes all relevant skills needed to ensure that the design achieves AIP-AFC design approvals (stage C and E). This should ensure that the design and construction work instruction identify and meet the required Rail Standards and the equivalent of GRIP stages. - Detail and provide the commercial and technical assistance to map out and confirm the relevant processes required to manage the Design Approval, Access request and Construction processes with TfW’s Infrastructure Manager and other approved third parties - Identify and detail all the necessary prelims to complete the approval and authorisation requirements to start project managing the construction phase - Identify and detail all the relevant permissions to complete any pre-construction surveying should they be required - Identify and list the relevant processes and standards required to arrange for relevant access permissions to complete construction safely and in a time-efficient manner. - Suppliers will be given the option to also organise and be responsible for coordinating the build program. This will include coordinating all necessary planning and integration activities both on-TfW rail and off-TfW rail land with TfW Fibre approved third parties to ensure that the approved design can be constructed in a time efficient manner (ideally less than 60 days from instruction to completion ready for hand-over) and demonstrating a continued commitment to improve the process and achieve enhanced value for money. - Suppliers are required to confirm how they will plan and manage the preparation to build, the construction and QA test processes and will document and deliver the O&M process and manuals for the commercial meet-me points post Construction Completion and upon acceptance/ Taking Over. - Identify and detail the Quality and Testing Assurance process for meet-me points and how the as-built environment will meet and exceed relevant or appropriate Network Rail operational standards as well as commercial ITU G.652.D and G.657.A1 and ANSI/TIA-568.3 Optical Fiber Cabling and Components Standards as agreed by TfW Fibre’s Operations and Delivery Teams. - After the build phase has been completed, testing completed and the assets ready to be handed over to TfW Fibre, the Supplier will be required to provide a document library that includes all design, testing and as-built documentation artefacts in a number of digitally accessible formats so that a digital archive can be created and asset management activities completed and updated on a regular basis to ensure that the O&M agreement and processes can be optimised.
