Abstract

Hampshire County Council (the "Council") has awarded four contracts for High Intensity Supported Accommodation with Floating Support, for young people aged 16-21, for whom the Council has a duty to offer accommodation. These are block contract agreements, across four Lots. Each contract is for an initial period of 3 years, with 2 further extensions of 1 year each, to a maximum of 5 years in total. The contracts will start on 01 July 2025.

These High Intensity placements are for those young people who require short-term intensive support (from 5 to 20 hours per week) or floating support before transitioning to independent living or lower levels of supported accommodation, such as supported or low lodging. High Intensity Supported Accommodation provides accommodation with support for 16 and 17 year-old Looked After Children and Care Leavers (18-21 years old), to enable them to live independently. Additionally, this service provides Supported Accommodation for Separated Children.

The High Intensity service provides short-term, person-centred, and outcome-focused support in multi-occupancy settings. Service Providers will offer accommodation and support aimed at increasing independence skills within a year, promoting engagement with Education, Employment, or Training (EET), and facilitating the transition to more independent living arrangements. The High Intensity Service will be provided in suitable accommodation settings, such as shared houses with communal living facilities.
