Health Education and Improvement Wales (HEIW) has undertaken a strategic review of health professional education and training across NHS Wales. HEIW commissions both pre-registration and post-registration qualifications for the NHS Wales workforce.
HEIW identified a requirement to procure a framework agreement for the provision of work based learning qualification development, including individual units/modules or qualifications at education levels from Entry Level 1 to Level 8.
This is to notify the refresh for the HEIW Provision of Work-Based Learning Qualification Development Framework which was undertaken in 2022.

Work based learning is valued for its flexibility, capability for small cohort numbers, cost-effectiveness, and strong focus on applied practical knowledge and skills. Work based learning qualifications are now recognised as a potential solution for post registration education and the opportunities for higher level post registration work based learning qualification development is ever growing. HEIW have identified the need to procure a framework agreement to provide flexibility for HEIW when commissioning work based learning qualification development, this notice is regarding the refresh from Contract Award notice: 2023-129769. The Framework will remain open throughout its lifetime to allow on an annual basis, new entrants to the market (prospective Bidders) to seek appointment onto the Framework.
The scope of the framework agreement will enable HEIW to commission work based learning qualification development. The qualification
size will be variable and the education levels that will be captured in the framework agreement will be as follows:

The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations).
Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to appoint to the Framework Agreement. Bidders to note appointment the Framework Agreement does not guarantee the award of further contracts as a result of mini competition participation.
