The Central Vale Cluster is looking to continue work with Mind in the Vale, who can provide practices within the area, with a small team of dedicated staff who will be able to accept and manage referrals from the 6 practices as part of a ‘single point of coordination and access’ model. These referrals will be for patients who require onward referral onto existing, locally provided community services to meet their socio-economic and wellbeing needs as opposed to primary health needs.
It is envisaged that this level of funding should be sufficient to employ a minimum of 2 staff to provide the ‘single access point’. These staff will need to be accommodated either within a designated practice. The cluster requires the ‘single point of access’ to operate Monday-Friday (exclusive of bank holidays).

II.2.4) Description of the procurement
The Central Vale Cluster comprises of 6 GP Practices and serves a total population of 64,175. The cluster area is a mixed urban and rural demographic, and includes some pockets of significant deprivation. The population is expanding with extensive new house building.
The cluster is seeking to continue to develop, deliver and test a ‘single point of coordination and access’ to local, community delivered wellbeing and support service for those individuals identified by the GP Practices with the highest level of wellbeing needs.
The Central Vale Cluster is looking to continue work with Mind in the Vale who can provide practices within the area, with a small team of dedicated staff who will be able to accept and manage referrals from the 6 practices as part of a ‘single point of coordination and access’ model. These referrals will be for patients who require onward referral onto existing, locally provided community services to meet their socio-economic and wellbeing needs as opposed to primary health needs.
The single point of access team will need to be able to accept and appropriately manage referrals from GP Practices, ensuring all appropriate Information Governance frameworks are in place for the sharing and storing of patient information. They will then be required to undertake a level of guided triage of referrals so as to be able to direct patients onto the appropriate service for their needs, providing feedback to the referring practices as appropriate.
The single access team will need to develop and maintain relationships with existing services eg Tier Zero mental health (MIND), Homes4U, Glamorgan Voluntary Services, RCS (wellbeing in work) and other local services.
Part of the contract requirement will also be to ensure maximum use of existing community services and identify, over the course of the contract, any specific gaps in service provision based on the needs of the population in the Central Vale Cluster.
Cardiff and Vale University Health Board (CAVUHB) would like to award this contract from 1st June 2025 to Mind in the Vale through Provider Selection Regime (PSR) Wales Direct award Process 2 route due to a) the existing provider satisfying the contract and will likely satisfy the proposed new contract, b) there is no considerable change to the contract & c) the contract value will remain the same at 42,000 GBP per annum. The contract is for 1 year with the option to extend for 2 years, reviewed every 12 months.

This is a Provider Selection Regime Wales (PSR Wales) intention to award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 27th May 2025.

The award decision-makers’ reasons for selecting the chosen provider and to Direct Award process 2 were; there is the same key deliverables: triage, referral, coordination, partnership engagement, and gap analysis. The same funding level and the same scope and requirements. Additionally to this the provider has an established team, robust referral handling procedures, and compliant Information Governance systems. They are already embedded in the local service network, and disruption could negatively impact service continuity. Changing provider could cause a break in the referral and triage process, disrupting care for vulnerable patients and continuity is crucial given the rising population & deprivation pockets.
