The award of the York Community Mental Health Hub which will offer a range of support for customers in a flexible manner with a multi-agency team, that are able to be responsive and enable early intervention to prevent a decline in mental health. The Hub is able to support a person to develop a network of community assets enabling them to thrive in their local communities.

A new contract is to be awarded to York Centre for Voluntary Service (t/a York CVS) for the York Community Mental Health Hub commissioned by the Public Health team within City of York Council and this notice is an intention to award a contract under the Provider Selection Regime (PSR) Direct Award Process C .

The contract will commence in May 2025 and end on 30th April 2027 and the estimated total value is £586,000.

Explanation

This is a Provider Selection Regime (PSR) intention to contract award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by

midnight on 23 May 2025 (8 working days following the publication of intention to award notice). This contract has not formally been awarded yet; this notice services as an intention to award under the PSR Direct Award Process C and a commencement of the required standstill period the day after the publication of this contract award notice.

Quality and Innovation:

York CVS, are an independent charity; supporting and championing York's voluntary, community and social enterprise (VCSE) sector to make positive change, challenge issues and grow new ideas for the future in order to strengthen communities.

York CVS deliver a wide range of support to organisations and groups within York as well as administrating other grants such as the Ways to Wellbeing grant. This adds value to the work they are delivering as part of this project. They have significant experience of partnership delivery and of championing and supporting the value of the role of the voluntary sector in the delivery of health and social care.

Integration, collaboration, and service sustainability:

The project looks to improve access to mental health and wellbeing support, ensure open access, person centred and flexible support. Integrated models of care allow for best use of resources, avoid duplication, and avert more costly acute and crisis services. Offering flexible support within the community will increase accessibility for groups who are currently underrepresented within mental health services.

The model also seeks to address the health inequalities for people with a severe mental illness by improving access to physical health support, addressing the social determinants of mental health, and building community connectedness.

The mental health hub is being closely evaluated to ensure that system benefits of this way of working can be realised and resources realigned appropriately to ensure service sustainability.

Improving access, reducing health inequalities, and facilitating choice:

The project looks to improve access to mental health and wellbeing support, ensure open access, person centred and flexible support.

Social value:

Supporting individuals as part of the mental health hub will achieve many social values including increased ability to maintain employment, access to volunteering, prevention of crisis, supporting individuals to access relevant benefits, improved mental health and wellbeing, able to participate in community activities.
