The London Borough of Sutton ("the Council") intends to award a contract to an existing provider following Direct Award Process C under the Provider Selection Regime, to provide the mandated NHS Health Check Service.
Under the Health and Social Care Act 2012, local authorities are legally required to ensure that eligible residents (adults aged 40-74) have access to the NHS Health Check program. It is the statutory responsibility of local authority public health teams in England to provide NHS Health Checks.
The NHS Health Check Programme promotes early identification and management of cardiovascular disease and associated conditions through assessment and increased awareness of behaviour and physiological risk factors. It supports individuals to manage and reduce behavioural risk through information and risk reduction interventions.
The programme is designed to spot early signs of stroke, Type 2 diabetes, kidney disease and dementia. By targeting the eligible population and helping them to reduce their risk factors, the programme can help reduce the future health and social care burden.

II.2.4) Description of the procurement
The procurement route is via a direct award using Direct Award Process C under the The Health Care Services (Provider Selection Regime) Regulations 2023. We have taken account of the key criteria and applied the basic selection criteria and are content that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard.
The aim of the Service is to prevent heart disease, stroke, type 2 diabetes and kidney disease, raise awareness of dementia both across the population and within high risk and vulnerable groups.
The provider will deliver an NHS Health Check programme that will maximise the number of NHS Health Checks delivered, within the available resources. The service is aimed at preventing heart disease, stroke, diabetes and kidney disease and raising awareness of dementia.

The publication of this notice is to initiate the start of the standstill period. Representations by providers must be made
directly to the London Borough of Sutton by 23/08/2025.
