Abstract

The Toucan West Midlands CAMHS Provider Collaborative, on behalf of Birmingham Women’s and Children’s NHS Foundation Trust, are undertaking a procurement process to identify a suitably qualified and experienced provider to deliver the Tier 4 Inpatient Services at Parkview Clinic in Moseley, Birmingham, that are currently provided by Birmingham Women’s and Children’s NHS Foundation Trust.<br/><br/>As part of market engagement, interested parties are invited to schedule a one-to-one meeting with representatives from Toucan and Birmingham Women’s and Children’s NHS Foundation Trust. These sessions will be held during the week commencing 9th June 2025 and will provide an opportunity to ask questions relating to the service specification and requirements. Meetings will be allocated on a first-come, first-served basis. There will be an opportunity for a site visit upon request, and ground plans are available to share as required.<br/><br/>Interested parties should express an interest in scheduling a one-to-one meeting with the Commissioner by sending a message via the Atamis Health Family portal (https://atamis-1928.my.site.com/s/Welcome). Please search for project C354084. Please ensure you have registered your interest by 5pm 05/06/2025.<br/><br/>Further details of the service are provided in II.2.4 below.

II.2.4) Description of the procurement

The Toucan West Midlands CAMHS Provider Collaborative, on behalf of Birmingham Women’s and Children’s NHS Foundation Trust, are undertaking a procurement process to identify a suitably qualified and experienced provider to deliver the Tier 4 Inpatient Services at Parkview Clinic in Moseley, Birmingham, that are currently provided by Birmingham Women’s and Children’s NHS Foundation Trust.<br/><br/>The facility covers the age range of 13-18-year-olds and consists of 3 co-located wards that collectively support the needs of the Children and Young People in the West Midlands. There has recently been significant capital investment into the facility recently and Toucan intend to commission each unit as per the below:<br/><br/>• Ashfield Ward – 8 CAMHS Low Secure inpatient beds<br/>• Heathlands Ward – 14 CAMHS General Adolescent inpatient beds<br/>• Irwin Ward – 12 CAMHS Eating Disorder inpatient beds<br/><br/>Any successful provider would be required to demonstrate experience of providing all the above.<br/><br/>The Parkview Clinic site is owned by Birmingham Women’s and Children’s NHS Foundation Trust, and it is their intention to lease the premises to the successful provider. Please note all three service lines MUST be delivered from Parkview Clinic.

Any award of contract for this requirement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply. In addition, neither the placement of this notice nor any subsequent notice shall bind the Commissioner to award of any contract.
