Abstract

Trivallis is conducting preliminary market engagement (referred to as PME) to gather information and insights from contractors, in preparation for a potential upcoming procurement opportunity, for Trivallis' Passive Fire Protection requirements.

We are a community mutual housing association which provides homes to 25,000 people in Rhondda Cynon Taff, Cardiff Bay and other South Wales areas. Our primary role is delivering homes which are safe, secure, and affordable to people who are in in greatest need. However, we are more than a landlord. We are a tenant-owned, locally anchored, and collaborative organisation. Our role in community development, community regeneration and individual wellbeing is at the heart of what we do.

For this below threshold works contract, please note that, as provided for under Welsh Procurement Policy Note WPPN012 we will be looking for contractors in the geographical region of South Wales only for this PME and the resulting tender and contract or framework. We are supporting the Welsh Governments Wellbeing of Future Generations Act 2015 Wellbeing Goals with this PME and the potential resulting tender, and contract or framework.

As defined in the legislation, we are looking for suppliers that are based or established in South Wales and have substantive business operations in this region. This means having a permanent base in the location not simply a registered office.

The estimated value of the contract or framework for works is £1,000,000. The Contract would be for 3-5 years or a Framework would be 4 years. The appointed provider(s) will be required to implement and support the delivery of Passive Fire Protection measures including; surveys, maintenance, remedial works, and new installations as may be necessary to achieve fire safety compliance as per any current and future applicable fire safety legislation. This includes, but is not limited to, the following:

Fire compartmentation; Fire stopping and Collars; Service enclosures; Fire door installations Fire and smoke curtains.

The minimum qualifications and experience requirements for Appointed Companies and/or operatives for this workstream should be as follows;

Companies to be members of third party for each passive discipline such as IFE, FIRAS, IFC, BM Trada or approved equivalent or will be qualified in the next two months.

Operatives for passive fire protection works to hold Level 2 Certificate in Passive Fire Protection (or approved equivalent) or will be qualified in the next two months.

Operatives Fire Door Installations and Maintenance/repairs to be BM Trada certified door installers (or approved equivalent) or will be qualified in the next two months.

Our Preliminary Market Engagement will be the issuing of a questionnaire to interested contractors. The questionnaire will potentially help us gather information that will help to:

Develop the authority’s requirements and approach to the procurement;

Design a procedure, conditions of participation or award criteria;

Prepare the tender notice and associated tender documents;

Identify suppliers that may be able to supply the goods, services or works required;

Identify likely contractual terms; and

Potentially help to build capacity among suppliers in relation to the contract being awarded.
