Bidders will be required to confirm that they and/or the service provider hold the relevant educational and professional qualifications, approvals and experience necessary to deliver MCA-approved STCW tanker training courses.
Bidders will be required to confirm that appropriately qualified and experienced instructors and managerial staff will be assigned to the delivery of the services.
Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.
The successful bidder(s) may be required to obtain PVG membership where required for the delivery of training services involving students.
III.1.2) Economic and financial standing

Please refer to Part 4B – Economic and Financial Standing of the SPD.
The College will use the following ratios to assess a bidder’s financial standing. Bidders must confirm within the Qualification Envelope that, as a minimum, 2 out of the 3 ratios can be met and provide the value for each ratio.
The 3 ratios to be evaluated are:
Profitability – profit after tax but before dividends and minority interests. A profit position represents a pass.
Liquidity – current assets less stock and work in progress divided by current liabilities. A result of greater than or equal to 1 represents a pass.
Gearing – total external borrowing divided by shareholder funds expressed as a percentage. A result of less than or equal to 100% represents a pass.
Where 2 out of the 3 ratios cannot be met, the College may consider mitigating factors and supporting evidence provided by the bidder when assessing financial viability and risk. This may include, but is not limited to:
Use of prior year accounts;
Cash flow position and financial reserves;
Parent Company Guarantee;
Market conditions;
One-off costs or accounting treatments;
Auditor going concern status;
Debt structure and affordability.
The College reserves the right to obtain an Equifax report, or similar financial verification report, to validate the information provided.
Bidders must confirm that they can provide the following levels of insurance cover prior to contract award:
Employer’s (Compulsory) Liability Insurance – GBP 5,000,000
Public Liability Insurance – GBP 10,000,000

Bidders must hold valid and current approval from the Maritime and Coastguard Agency (MCA) to deliver the relevant STCW Tanker Training courses.
This applies to the following Lots:

Lot 2 – Advanced Training for Oil Tanker Cargo Operations
Lot 3 – Advanced Training for Chemical Tanker Operations

Bidders must demonstrate that:
- the training centre is MCA-approved;
- each course offered under the relevant Lot(s) holds valid MCA approval; and
- instructors are appropriately qualified in line with MCA requirements.
III.2.2) Contract performance conditions
The successful contractor(s) will be required to:
- maintain valid Maritime and Coastguard Agency (MCA) approval for the relevant STCW tanker training courses throughout the contract term;
- deliver training in compliance with all applicable STCW and MCA requirements;
- provide MCA-approved certification within agreed timescales;
- comply with all applicable health and safety legislation and provide appropriate risk assessments and safe systems of work;
- deliver services in line with the College’s requirements for quality, accessibility and timely delivery; and
- support the College’s sustainability objectives, including minimising travel-related carbon impact where reasonably practicable.
