This procurement is for the appointment of a suitably qualified consultant to deliver a comprehensive Supported Housing Needs Assessment and a Strategy for the use of supported housing for Bradford Council. The work will support the Council in meeting its statutory duties under the Supported Housing (Regulatory Oversight) Act 2023 and will include data analysis, stakeholder engagement, assessment of current and future needs, and the development of evidence‑based recommendations and final strategy documents.

The procurement falls outside the scope of application of the Directive
Explanation
The contract was awarded as a direct call‑off from the ESPO Consultancy Services Framework (Reference 664_25). The framework was competitively procured and advertised in accordance with public procurement regulations, and permits direct awards without further competition. As a result, no separate prior publication of a call for competition in the Official Journal of the European Union or the Find a Tender Service was required.
This approach is compliant with procurement legislation and ensures value for money while enabling timely delivery of statutory requirements under the Supported Housing (Regulatory Oversight) Act 2023.
