Procurement description
The Behavioural Safety programme will provide real time, on-site coaching to improve behavioural safety, leadership, planning and productivity across Kent, Sussex, and Wessex routes. The aim is to reinforce safety culture, which is vital for reducing accidents, enhancing morale, increasing productivity, maintaining compliance, strengthening reputation and embedding continuous improvement that supports Network Rail’s value: Everyone Home Safe Every Day.
This procurement event aims to award to one supplier for the whole of the Southern Region. The region is made up of three routes: Kent, Sussex & Wessex. This framework will be available to Network Rail, High Speed Limited, Great British Railways, Department for Transport Operator Limited (DFTO), and their subsidiaries, successor organisations and affiliates.
The framework will be awarded for an initial term of 3 years, with options to extend by 2 years on two occasions (1+1), allowing for a total potential term of 5 years.
The indicative value of the framework over its total lifespan including extensions is estimated at £3.6M.
The following is the breakdown of the programme components and how it is to be supplied:
Component 1: Section Leadership and Work Planning Team Coaching
Sessions: 13 Days total
- 1 x Kick-Off (Discovery & Planning) session
- 6 x Coaching sessions with Section Management Team (SM, Planner, Administrator, Engineer)
- 6 x Coaching sessions with Supervisors (3 each)
Focus Areas:
- Section direction, planning, team dynamics, and resource utilisation.
Deliverables:
- Individual Action Plans used as dynamic learning journals.
- 1:1 post-programme review with line manager.
- Session reviews logged in a Management Information System (MIS).
Component 2: Behavioural Safety Leadership for Team Leaders and Teams
Sessions: 12 Days total
- 1 x Half-day HSC Brief per team
- 3 x On-shift coaching sessions (Schedule of NR staff’s Week-day / Week-night shift) per team (up to 7 hours each)
Focus Areas:
- Behavioural safety, SWP understanding, hazard identification, safety conversations, equipment management, situational awareness.
Deliverables:
- Team SMART Action Plans.
- 1:1 post-programme review with SM & Supervisor.
- Evidence-based competency reviews.
