Cardiff Council is committed to commissioning Financial Independence Support Services to assist vulnerable adults who have been assessed by Cardiff Council Adult Social Services as requiring support with managing their financial responsibilities. This need is based on an individual’s mental capacity, impairment and an inability to manage their own financial affairs, or risk of financial exploitation.
Cardiff Council is seeking to understand the market from providers who are committed to providing Independent Financial Support Services that meet the needs of vulnerable adults.
The Provider is to provide expert independent advice, information, practical help and statutory support to vulnerable Individuals, who have care and support needs for which Cardiff Council is Commissioning a care and support package to meet their agreed outcomes, on Individual financial management and day-to-day money matters. The service will promote the financial independence and security to Individuals identified by Adult Social Care Teams and will have the capacity to meet individuals face to face that is suitable to the individual in receipt of the service.
Nb. It is ESSENTIAL the provider can support and meet all the identified needs and services as listed below.
The Independent Financial Support Services are for:
• Adults with a learning Disability
• Adults with Autism
• Adults with Neurodiverse Needs
• Adults with Mental Health Issues and Substance Misuse
• Older People With or without dementia
• Adults with a physical and or Sensory Impairment
The purpose of the service is to provide a range of quality, personalised Independent Financial Support Services to Adults who:
• Lack capacity to manage financial matters
• Have Identified Safeguarding concerns and outcomes.
• Has Deteriorated in their ability to manage their own Individual finances based on a Mental Capacity Assessment.
• Live in a care home facility
• Are vulnerable to exploitation
The levels of Support will be identified via an Individuals Care and Support Assessment, in line with the Social Services Wellbeing (WALES) Act 2014, completed by Cardiff Council Adult Services Social Worker Team.
We are seeking organisations who are specialist in delivering the legal, financial, and advise services. Providers must have the capacity and qualified expertise to deliver the following core requirements, including but not limited to:
• Court Of Protection
• Lasting Power of Attorney (LPA)
• Lasting Power of Attorney (LPA) – Advice
• Appointee Advice
• Appointeeship
• Will & Trust Advice
• Will & Trust Trusteeship
• Motability Access Support
• Financial Advice
• Providing Face to Face Personal advise and Support
The Provider will have in place well trained Officers who are qualified and trained to a high level of education in understanding:
• Safeguarding,
• Mental Capacity Act,
• Money Matters and
• Department of Working Pensions (DWP) / Universal Credit etc.
The Provider will have the resources to implement a dedicated Online platform, for Cardiff Council ‘Social Worker Only’ Referral form, that is designed to ensure all required data is made available to the Provider to ensure a smooth application and speedy implementation of the services requested.
The Provider is required to have a central office located in the Cardiff area, that is accessible to all service users. The Office is to be open to the service users Monday to Friday 52-weeks of the year, except for Bank Holidays.
