A direct award under Lot 1 of the Laboratory Diagnostics, Point of Care Testing and Pathology Managed Services (2023/S 000‑028831) framework was undertaken due to an urgent clinical risk. The incumbent supplier’s performance had deteriorated to a level that created a material risk to patient safety and continuity of clinical services. A mini‑competition could not be conducted without exacerbating this risk. The direct award ensured the fastest route to service continuity and safe clinical provision while maintaining compliance with the framework rules.

Description of services: Management of equipment, maintenance, consumables and supplier performance engaged in the supply of Pathology services to Cardiff and Vale UHB, including any sub-contracts awarded under this award.
