Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
The requirement arose due to the unexpected and immediate cessation of services by the incumbent skip hire supplier. The Business notified the Council that they would cease trading within a period of approximately two weeks due to family health issues.
