Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
This contract has been awarded via a direct call-off under the Crown Commercial Service (CCS) Network Services framework, which was established in compliance with the Public Contracts Regulations 2015. As competition was undertaken at framework level, this procurement does not require separate publication in the Official Journal of the European Union (OJEU).
The CCS framework permits direct award where its terms are met and value for money can be demonstrated. Virgin Media O2 is an appointed supplier under the framework and is authorised to deliver both mobile and fixed telephony services within scope.
A direct award has been selected due to the critical nature of the services, including high-volume inbound contact and out-of-hours provision, and the need to ensure continuity of service. Changing supplier would introduce significant operational risk, cost, and service disruption.
In addition, aligning mobile and fixed telephony services under a single supplier group delivers efficiency savings and improved contract management.
The award is therefore compliant with the relevant procurement regulations and the provisions of the CCS framework.
