Abstract

Refuse recycling services. Refuse and waste related services. Charnwood Borough Council seeks to procure a contract for the Receipt and Processing of Recyclable Materials from Kerbside and other collection systems such as bring sites. We aim to start the Contract on 1.4.2016. The Contractor should make all reasonable endeavours to ensure that all the materials delivered by the Council under this contract will be re-used or recycled.

The Council requires a Delivery Point for the material that is suitable for Refuse Collection Vehicles (RCV's) and does not exceed a 10 mile radius of the depot currently used by the Council's Environmental Services contractor (Post Code: LE12 7TZ), in order to minimise any adverse logistical impact on the Council's waste collection operations and avoid any additional environmental impact. This Delivery Point may be different to the final reprocessing facility, however all quality assurance controls will be conducted at the Delivery Point.

The Council currently collects approximately 18 000 tonnes per annum of dry recycling. This figure includes approximately 500 tonnes from other collection systems such as bring banks. The majority of collections are via wheeled bins with all materials mixed. Materials will be collected by the Council's Environmental Services contractor's RCV's which will compact the materials and then deliver the load to the service provider's Delivery Point.

Contamination levels are anticipated to be approximately 10 %. Tenderers must satisfy themselves as to typical contamination levels and will be given the opportunity to analyse samples before the tender closing date.

Materials currently collected through the fully commingled kerbside system are:

— Paper (news and PAMS, directories, yellow pages. other white paper, shredded paper);

— Cardboard (including all types of packaging, grey card and corrugated card board boxes);

— Steel and aluminium cans and tins (including empty aerosols);

— Clean foil (including trays and lids);

— Drink cartons (wax lined cartons and similar);

— Mixed plastic bottles (including PET, PE and HDPE);

— Plastic tubs, pots and food trays (including all colour varieties);

— Mixed Glass (bottles and jars);

— Packaging waste including cellophane and rigid plastic lids etc.

The Council would expect bidders to meet this specification as a minimum and would welcome ideas for expanding the type of materials processed.

As a minimum, the service provider must provide tipping facilities Monday to Friday, from 7:00 hours to 17:00 hours. The Council would expect the supplier's cooperation to cover the needs of the contractor responsible for the collection of the materials in cases of adverse weather conditions and unforeseen circumstances.

Tenderers will be given the opportunity to obtain sample loads of material for analysis during the invitation to tender stage in the presence of Council representatives. Tenderers will be informed in detail of the arrangement nearer the time.

The Contractor is required to hold any relevant Licences and Policies for the delivery of this contract.
