Short description of the contract or purchase(s)
NCHA is seeking to put in place contacts for the grounds maintenance of communal areas of general needs, market rent, leasehold and supported housing schemes in areas across the counties of Nottinghamshire, Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Rutland.
The grounds maintenance of communal areas typically includes grass cutting, pruning hedges, shrubs and borders, day to day minor tree works, weeding and spraying of hard landscaping and litter picking to ensure that all schemes are maintained to a high standard. In addition, NCHA will expect contractors to maintain high professional and environmental standards, take part in tenant involvement initiatives and support NCHA in developing our ‘social value’ work.
The grounds maintenance services are being made available to the market through 16 separate packages of work — Contract Area Lots, aligned to geographical areas.
Tenderers can bid for 1 or more Contract Area Lots but will not be offered more than 5 of the geographical contracts unless, following evaluation, all tenderers submitting bids on a particular Contract Area Lot (s) have been awarded to 5 other Contract Area Lots, in which case the Contract Area Lot (s) will be award to the tenderer who is the most economically advantageous tender regardless of the fact they have been awarded 5 other Contract Area Lots.
Contracts will be let on the basis of an initial 3 year term with the option to extend for up to a further 3 years, delivering a maximum contract term of 6 years. Tenderers should note that the decision to extend beyond the 3 year initial term will be on a Contract Area Lot by Contract Area Lot basis and will be sanctioned at the sole discretion of the Contracting Authority.

Northern Procurement Group Limited (who are a subsidiary of Dukefield Limited) are acting as agents of Nottingham Community Housing Association in the management and undertaking of this procurement exercise. The contracting authority will be using an e-tendering system to conduct the procurement exercise. The Contracting Authority shall not be under any obligation to accept the lowest tender or indeed any tender. The Contracting Authority requires an organisation to perform grounds maintenance services throughout the Grantham/Sleaford region. The Grounds Maintenance works are likely to include, but not be limited to:
— Grass cutting of communal lawns and verges (grass collection according to detailed scheme specifications);
— Trimming of hedges and shrubs to agreed dimensions;
— Minor tree works;
— Removal of leaf fall;
— Shrub beds, hard surfaced areas, paths to be maintained weed and self set sapling free;
— Sweeping and weed removal of moss in car parks, paved areas etc.;
— A site litter pick on each scheme visit.
In addition, health and safety issues, damage to plants, trees and property and fly tipping should reported whenever it is observed.
Contractors will be expected to undertake their work in a courteous and respectful manner and liaise effectively with tenants and the Contracting Authority.
