Additional Information
The Council has a number of contracts with suppliers that are expiring at various points between April 2016 and November 2017. In order to maximise the use of public funds, the Council has conducted a detailed commissioning exercise in relation to the services that are currently being delivered under these contracts with a view to deciding the most efficient and effective means of service delivery for the future. In order to achieve this, the Council wishes to extend the contract that it has with Interserve (Facilities Services Slough) Ltd. for repairs and maintenance services from its current expiry date of 31.3.2016 until 30.11.2017. The need to conduct this exercise was prompted by the introduction of new IT systems since the Interserve contract was signed which the Council as a diligent contracting authority could not have foreseen when it entered into the contract in 2001. This contract modification does not alter the overall nature of the contract and the value of the contract modification is significantly less than 50 % of the original contract price. The Council anticipates advertising in April 2016 a new opportunity for the market that will include these repairs and maintenance services.

This notice does not relate to the award of a new contract but to a modification of an existing contract. The extension of the contract period has become necessary for the reasons set out in Section 6 of this Notice. A change of contractor cannot be made for technical reasons, would cause substantial inconvenience or duplication of cost for the Council, and the increase in price is significantly less than 50 % of the original contract value (Regulation 72(1)(b)). Further, the modification is not substantial (Regulation 72(1)(e)). It does not render the contract materially different to the one initially concluded. The Council does not consider that the modification would have allowed for admission of other candidates or tenders or attracted other participants, and does not change the economic balance in favour of the contractor.
