Short description of the contract or purchase(s)
Lot 1 is for a 10 year contract with an initial year delivered via a 3* gas contract (LGSRs and breakdowns) to circa 3 177 domestic properties that (subject to satisfactory performance) will become a 4* contract (LGSRs, breakdowns and boiler replacements) from years 2 to 10 during which time all boilers will be replaced. The contract could then be extended for a further 5 years from Year 10 on either a 3 or 4* basis.
Lot 2 is a 10-year contract for servicing and breakdown services to Origin's communal heating systems that comprise 16 commercial gas plant rooms. This contract also includes for the servicing and maintenance of ventilation systems, water booster and sewage pumps, heat stations, strainers, solar panels, dosing systems, unvented cylinders. The contract does not include installation of new commercial boilers.

Additional Information
The Contracting Authority reserves the right to cancel the procurement and not to proceed with the long-term Contract at any stage of the procurement process. The Contracting Authority also reserves the right not to award a Contract. The Contracting Authority nor any person on whose behalf of whom this procurement is undertaken is to be liable for any costs incurred by those expressing an interest or tendering for this Contract. Origin will be providing an opportunity for all interested Suppliers to attend a briefing session at Ibis Hotel Euston, 3 Cardington Street, NW1 2LW on Tuesday 1st December from 14:00 to 16:00. The purpose of this briefing will be to provide an introduction to Origin as well as an overview of the procurement process and the objectives of the procurement exercise. There will also be an opportunity to raise any queries you may have. Suppliers are requested to have a maximum of 2 attendees at the briefing. Please confirm who these will be to Fiona Lowe at echelon using the following email address: origin@echelonconsultancy.co.uk by 13:00 on the 30th November.
Origin are procuring the works as a two single contract lots to achieve economies of scale with single providers.

Lodging of appeals
The Contracting Authority will allow a period of at least 10 calendar days between the date it gives to candidates of the decision to award the proposed agreement and the date on which it proposes to conclude the agreement. If by midnight on the 2nd working day of the 10 day standstill period, the Contracting Authority receives a request in writing from a candidate as to why it was unsuccessful, the Contracting Authority is required to provide additional information to the candidate. That information must be provided at least 3 working days before the expiry of the 10 days standstill period (though the standstill period may be extended, if it is not possible to provide the information in time). Requests for additional information should be sent to the contact in Section I.1) An aggrieved candidate who claims that it has suffered or risked loss or damage as a result of a breach by the Contracting Authority of its duties under the Public Contract Regulations 2015 may take proceedings in the High Court. Any such proceedings must be brought promptly and in any event within 3 months from the date on which grounds for bringing proceedings first arose (the Court has discretion to extend the period for a good reason). If an appeal regarding the award of a Contract has not been successfully resolved the Public Contracts Regulations 2015 (provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages. If the Contract has been entered into the Court may only award damages.
