II.2.4) Description of the procurement
The Council has awarded a 8 year cost-recovery only contract (with option to extend for 2 years) for the collection of dry recycling and food waste from households and council buildings. The estimated value in this notice is for the duration of the contract, including the option period. The services will include the purchase and delivery of containers for the containment of dry recycling and food waste and sales of collected dry recycling.

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The Contract with Wastesavers Limited (a not-for-profit recycling operator which is a wholly-owned subsidiary of the charity Wastesavers Charitable Trust Limited) only allows for the recovery of costs. The contractor will not make any profit from the contractual arrangements. The arrangements represent the revisions of the Council's existing long-term relationship with Wastesavers for providing the recycling collection services.
