Justification for selected award procedure:
Additional deliveries by the original supplier ordered under the strict conditions stated in the Directive
Explanation
The award of this contract is in line with the Public Contracts Regulations 2015, 32-(5)(b)"for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance".
The current Automatic Number Plate Recognition (ANPR) equipment, supplied, fitted and maintained by Cleartone Telecoms Ltd, has been in service since 2007. Due to the age of the equipment, upgraded equipment is now required.
Cleartone Telecoms Ltd. are the only supplier that offers a migration kit for the current equipment with a warranty that will support all the equipment. Whilst another supplier states that they may be able to offer a compatible migration kit option, Cleartone would not provide maintenance for the existing cabling and power feeds, therefore this option cannot be explored further.
The equipment is of paramount importance as a tool in the fight against unlawful driving, and information gathering for serious crime and anti-terrorism measures, and therefore the entire equipment will need to be supported.
